Let’s start with the Senate.

The Senate introduced a new joint resolution. Senator Shelley Moore Capito of West Virginia submitted Senate Joint Resolution 55, which would overturn a National Highway Traffic Safety Administration rule regarding safety standards for hydrogen-powered vehicles. The resolution was referred to the Committee on Commerce, Science, and Transportation.


Multiple committees also held important hearings. The Appropriations Committee reviewed the Department of Health and Human Services’ proposed budget for fiscal year 2026. The Armed Services Committee assessed the Department of the Air Force’s posture and its role in the Defense Authorization Request for fiscal year 2026. The Foreign Relations Committee evaluated the President’s fiscal year 2026 budget request for the Department of State. The Homeland Security and Governmental Affairs Committee examined the Department of Homeland Security’s budget for the upcoming year. Finally, the Judiciary Committee held a hearing on counter-unmanned aircraft systems, focusing on strategies to defend against drones while implementing appropriate safeguards.


Now over to the House.

The House considered and debated several pieces of legislation on the floor. These included:

  • House Resolution 1286, known as the Simplifying Forms for Veterans Claims Act.

  • House Resolution 1263, titled the Strengthening the Quad Act.

  • House Resolution 1578, the Veterans Claims Education Act of 2025.

  • House Resolution 1364, the Automotive Support Services to Improve Safe Transportation Act of 2025.

  • House Resolution 2201, the Improving VA Training for Military Sexual Trauma Claims Act.

  • House Resolution 1823, the VA Budget Shortfall Accountability Act.

  • And House Resolution 1815, the VA Home Loan Program Reform Act.


In addition, Representative Mark B. Messmer of Indiana’s 8th District introduced House Resolution 428, expressing support for the designation of May 2025 as "Moving Month." That resolution was referred to the House Committee on Energy and Commerce.


Meanwhile, the Appropriations Committee’s Subcommittee on Defense held an oversight hearing focused on the National Guard and Reserves.
